It will take it's time but it will become better and one important note is that, many Armor/ Clothing mods who need HDT might not have the propper XML file Parameters for your Load Order and Hardware. The HDT Collision bug may persist if you have it enabled for many things (Some are unfixable Bethesda Issues) but both Aers and Karonar have done alot for it and continue to do so. Also try and disable Desktop processes and use Steam in Offline mode. So, it's all a matter of tweaks and what settings you use and try to limit resource depletion. Just less noticeable for higher end Hardware. ENB itself has a bug with Special Edition of Skyrim according to it's author which he still tries to fix. And i do use Landscape and Grass overhauls including DynDOLOD. With my setup i am at Medium settings and 2K max, in almost everything at the cost of no ENB, just a good Weather/ Lightning setup and a very good ReShade setup. These are your INI Settings, Load Order and Mod Configuration in regards to how Skyrim Engine will perform with your Hardware.

I use the no AVX version and my VRAM is 2GB (Nvidia GTX 1050) and my CPU is an Intel I3 1700. Hope this helps anyone who wants to use armor that may require HDT to function. Deleted each Armour's HDT XML file provided inside (Skyrim/Data/Meshes) and they function fine without clipping, even Cloaks and Wigs (They have Physics just not the HDT type) and therefore, completely avoiding Physics Meshes/ Bones - Collison bug which cause populated areas to go nuts with unstable frame changes. Just installed XPMSE with it's Physics option, no Nemesis Generation after it, installed HDT SMP and Karonar's tweaked Framework Github Link.
